90 years ago they were street racing, and it was a civic pride event to have one in your town. It drew crowds, and they weren't arrested for participating, the cars weren't impounded, etc etc
The first interstate roads to California were made 1 car wide, of big log planks, and there was nothing to keep the sand from drifting over the wood road.
